Clifford was born on 8 May 1952, the son of Howard Gourley Allison and Ida Maud Priscilla Haag, at Kensington, London.
Educated at Lucy Hill (Burley, New Forest), Hordle House (Milford-on-Sea, Hampshire), Marlborough College and Bristol Polytechnic (Ashley Down), Clifford earned a LL.B Honours degree in Laws, being called to the Bar by the Honourable Society of the Inner Temple on 29th July 1976.
Clifford went on to serve pupillage with Robert Johnson (later Mr Justice Sir Robert Johnson) before obtaining a tenancy at 5 Pump Court in the Temple.
He married Rosemary Ruth Drury in 1979. Clifford left practice in 1978 to hone his accounting and investigative skills with the Inland Revenue, where he remained until 1982, when he moved to Hong Kong with his wife to resume practice, taking up a legal post with the Official Receiver's Office, Registrar General's Department, Hong Kong Government. He was admitted to the Hong Kong Bar on 23rd April 1983 by the Chief Justice of Hong Kong. |
In 1986 Clifford was head hunted by the Attorney General's Chambers (Legal Department) of the Hong Kong Government, where he worked as Senior Crown Counsel in the Commercial Crimes Unit.
He returned to the UK when his contract expired in 1988.
Whilst in Hong Kong, Clifford won a lawn bowling trophy, was inaugural Chairman of the Hong Kong branch of the Conservative Party and Treasurer of the United Services Recreation Club, a combined service club for British forces officers in the territory.
After a period practising in Devon and Cornwall 1989-2005, and running a retail shop on a North Cornish beach for a year, Clifford was recruited to work in the Headquarters of the Crown Prosecution Service in London. He was a member of the Bar Council from 1997 to 2004 and Treasurer of the General Council of the Bar of England and Wales from 2002-2004. |
